Sounds like they are trying to stem off a run on the bank ala WAMU. Bankers get nervous - think the bank is going to fail - and then they run on the bank and basically seal their fate. Exactly what happened to WAMU. I put an offer on a place last week, and the place is banked owned by Downey Savings and Loan. Well - that bank failed this weekend and now US BANK owns the place!!!!
